Panind — refund the excess amount and status of issuing of pan card

I have applied for reissuing of pan card and i have also given rs.451 for the same but this is not a legal fees. Legal fees is only rs.110 (Incl. Gst). I have sent an email for refund the excess amount and for knowing of status of my reissuing of pan card and i also tried on customer care many times but could not connect as nobody picked up phone.
