Parivahan.gov.in — Super Urgent - Amount debited from my account, parivahan.gov.in system doesn't show the payment

Dear Sir/Madam,

I applied for Re- Validation application for my Father’s License dt. 02/10/2019 having APPLICATION NO. [protected]. For this the payment which was charged was Rs. 4, 215/- I made this transaction using my BHIM UPI uco[protected]@upi (to UPI ID [protected]@SBI) Transaction ID[protected] dt, 11th Oct, 2019 Time 03:23 PM. My account was instantly debited after this transaction. When I checked my application payment status, it showed payment failure, but no amount has been reversed to my account till date. Now when I check my application status, no payment status is there and it is asking for fee including Rs. 1, 000/- penalty.
I went to bank that time and lodged a complaint, they took time to check the status and they said that the transaction has been successful and the amount has been corrected credited to your account. By your system doesn’t show this. I have been constantly putting application to my bank they said the payment has been successfully made at their end. Then this lockdown happened and somehow inspite of my constant visit to my Bank nothing happened and my payment has not been reversed till date.

I went to my local AC office (They handle Licence applications) and they refused to accept my application as they told me that first your bank should provide us proof. When I went to them again by taking Bank’s document (which showed the debited amount), they again denied to accept the application by saying that they don’t have any idea for online process and they can’t check the payment status. They took it casually and checked the payment status where it is showing the payment is due at my end.
I talked to your customer support and they themself told me to talk to local license issuing authority. But nobody is ready to take my application and nobody is ready to tell me whom to approach.

My concern is that, if my account has been debited (I made online payment using parivahan.gov.in. site which I presume is safe and secure and no hacking can be done there as you must have been taking proper measures) But neither my license application payment status changed to Paid nor I received my money back. I am shocked where my money has gone. My father is a senior citizen and I am really concerned about the way this all has been happened.
I have no idea where to go, whom to approach, who will handle my case and how to get back my money. This has been a very cumbersome process to ask again and again to bank and the local authority and no body has the proper answer.
Kindly take action on my matter and resolve this issue as soon as possible as already a year has been passed. How much long will it take more? Atleast guide me whom to approach.
Since had no other option left, I am complaining here.
