Passport Office Chandigarh — not given my passport back since 7 months.

Hi i am bringing the in efficiency in passport office and i hope who ever read this be ashamed to be indian and these officers living on public money should be ashamed of themself. My passport was taken at delhi airport on 31/01/17 and they give me the letter to collect from chandigarh office in 3 weeks time.
Since then i been in chandigarh office 27 times and always told to come back next week.in march they show me the passport and said we need our seniors signature and he is not in today. Since then thy always tell me to come next week. On 14th august mr sehdev koshik said to me come thursday and i will give you your passport when i went thursday him and his clark bhag sing ask me to deposit rupees 5000. I did then the answer was sorry we dont have your passport and you file is missing from the office. I want to know from the office where is the passport and file can go.
I hope some will solve my problem i need my passport asap.
