Passport Office Dehradun — delay in processing of my passport application.

Sir,
I completed all the formalities for passport application on 29 january 2019 by visiting psk, roorkee. I was told i would get my passport within 15 or 20 days.
It has been three months from then but i have not received my passport till now.
The status tracker shows that the police verification report was submitted on 07 february 2019 to the rpo, dehradun for review but the file is still stuck there. The passport has not been dispatched yet.
I tried calling the dehradun office numbers [protected] and [protected] at scheduled times but no one has yet picked up the call. I also wrote an enquiry mail at rpo. [protected]@mea.gov.in but have received no reply.
Sir i need my passport very urgently. I would be grateful if my passport application process gets completed.
