Passport Office — police report negative

All the documents are correct but why stopped or hold my passport? Which is already checked by varanasi passport office on date 21/06/2017, liu office varanasi on date 12/07/2017 & jaitpura thana on date 14/07/2017 with xerox documents & 2 snaps submitted.
I had not given any amount to jaitpura thana (Mr. Ananad rai) that was my fault?
