Passport Office Vijayawada — Damaged Passport

My Passport was due for renewal in a year. I have been using for 9 years and only damage on it is the image given below. Its completly intact, no water or any kind of damage. When I went in for renewal at 10:30am the passport department made me wait for 4 hrours to let me know that my passport has torn page so it considered to be damaged. And I had to pay fine. I informed them its a small damage done by one of the customs officer at the airport. Still they want me to pay Rs. 1500 fine and retake the appointment for the whole process. Even according to Passport Seva website the my passport is not considered to be damaged http://passportindia.gov.in/AppOnlineProject/online/faqLostDamagedPassports I consider this to be misuse of power.
