Patel Hospital Jalandhar — Rude behavior and lengthy process.

My wife namely kamya gupta is taking treatment in your hospital vide patient ID No. 418793 as a member of serving CGHS card holder dependent. During the treatment, i have noticed following which is harassed a patient :-

Solution as per my knowledge
(i) Initially, patient goes to your hospital then, he takes patient pass from entrance reception through queuing system and got patient pass after 10 minutes approx.
No need for that system. This is increasing engagement of your employee and harassment of patient.
(ii) Further, patient proceeds to CGHS counter and got clearance after 02 hour due to lenghlt documents screening process & queuing system as there are only two representative are working. whereas, process of one has been completed in approx 20 to 30 minutes.
This process is not required for serving cghs card holders.
(iii) Thereafter, patient proceed to entrance reception for cashless payment where again stand in queuing system and finally got advance receipt not bill against the payments after 10 minutes.
No need, if serving CGHS card holders got bill of consultation against the payment after showing their CGHS card only and further, name of patient will shown on the waiting screen of concern doctor as per registration.

The three process mentioned at (i), (ii) & (v) are not required.

(iv) After that patient proceed to concern doctor for taking further treatment/ consultation and there is also queuing systems as per registration where waiting time is approx. 30 minute.
It is ideal time. Moreover, this point is last where waiting period is not harassed to the patient.
(v) In spite of above, patient will submit advance receipt which issued by your hospital against the payment to CGHS office which situated at your hospital first floor. Later on, they will issue/ publish bill after 10 days approx. which is not justify in any angle of Law.

That days, if you will purchase any things from small shop (Medical store, Kiryana store) in jalandhar city which are not well equipped in compare of your hospital in inspite of they are issuing bills just after payment wherein it is clearly mentioned all particular for which charged.

But your hospital is unable to issue same at the time of payment after available of resources/ manpower/ better inter-connected communication in your hospital which is showing casual attitude towards serving cghs card holders & pensioners cghs card holders.

(vi) As per Ministry of Health & family welfare department of health family welfare OM dated[protected] “It now has been decided that CGHS beneficiaries are allowed to undergo treatment at private hospital impaneled under CGHS of specific treatment procedures listed under rate list, are advised by a specialist in a central government state government specialist hospital or a CGHS Medical Officer, without any requirement of any other referral (permission) letter”

Your hospital is impaneled under CGHS and abide to provide medical facility to the serving CGHS card holders without referall (permission) in case of serving CGHS card holders as serving CGHS card holder is taking treatment from your hospital in lieu of payment as listed under CGHS rate list. Further, serving CGHS card holder will claim their medical bills through concern department.

But, your hospital is directly denied that if you will come without referral(permission) then serving cghs card holder will not entertained by your hospital for further treatment . They are quoting verbal directions issued by cghs dispensary in place of written directions/ guidelines.

(vii) I am surprised that doctor of your hospital is prescribed some investigation which is authorized medical officer in term of CGHS but your CGHS department denied for done same with remarks that you have not referred same from cghs dispensary. Further, i asked Mr. Narender (disabled personnel) of your hospital it is not fair, you should confirm from CGHS dispensary jalandhar. Then he made conversation in front of me and asked them all matter as mentioned above. Then, CMO asked him that do investigation if patients asked further, responsibility of patient that bill are cleared or not by concerned department. Thereafter, head of CGHS department came and asked i will charged full if you will not referred same CGHS dispensary. Whereas, your hospital is not entitled to charged serving cghs card holder as per your hospital rate whether he is possess referral form or not. CGHS card is sufficient authority for taking treatment in any impaneled hospital at CGHS rate.

Serving CGHS card holder is take treatment in your hospital against the payment not cashless but your hospital deal to serving cghs card holder like that pensioner cghs card holder whose treatment is cashless.

(viii) Earlier, i were taking treatment from Tagore hospital where simply you went to reception and show your serving cghs card & get consultation slip cum bill. Further, go to concern department for further investigation/ treatment. If any treatment prescribed by treating doctor of impaneled hospital then serving cghs card holder will to again reception for further payment and got bills/ slip for further investigation in concern department.

There, it is requested to you, please send your cghs representative to visit Tagore Hospital for improvement and get new idea for dealing.

(ix) I went to your hospital at CGHS section with 5 advance receipt for print out bills but cghs representative namely narender kept all advance receipt in his pending work file and asked come after 5 to 6 days. I am facing embarrassing situation due to not provide bills by your hospital cghs desk in same day.

Behavior of all cghs desk personnel are rude or overburden of work. They do not response in positive manner. Hence, it is suggested that personnel of cghs desk is required to re-shuffle with another clerk department.

It is requested that brief your CGHS staff for improvement of knowledge about different in between serving and pensioners. Further, also remove process of patient pass & CGHS counter as serving CGHS card takes treatment on payment as per CGHS rate list. Moreover, provide bills with all particulars in place of advance slip.

No, i am not satisfied this kind of meeting proposal. whereas, no implementation that policy on ground. Today, i entered in hospital at 0800 hrs and i got patient pass 10 number but after lapse of 75 minutes no further has been done.

Only one employee of your hospital is working that desk w.e.f.. 0800 hrs to 0915 hrs at CGHS and ECGHS. Due to which all patient are waiting for obtainin opd slip approx two hour.

It is requested to send your CGHS and ECGHS employee to tagore hospital for training and development their skills.

Your hospital are acting towards CGHS/ ECGHS patient like govt. Hospital where no limit of queue system.
