Paying Guest — hygiene of pg

It's been a week since i shifted to pg in 3rd cross street, anand reddy layout, electronic city phase 2. Landmark - honeyworld bakery. I found bed bugs in the mattress and complained to the person who runs the pg. It's been 3 days and he says that he doesn't have any extra bed so better sleep on the steel bed. If you can't run a pg then why do you open one?
