Paying Guest — not providing good quality food, no security, no hygiene and pg owner itself stolen things by using duplicate locker

Am staying in this pg from past few months, they are not providing clean and hygiene food. They cut vegetables on ground don't even wash it and also they keep chapati dough on floor itself without covering anything. Not even cleaning pg in daily basis, where ever we see full of cockroachs. One more important thing is after we go office they stole our things and money from cupboard using other key if we ask no response instead of taking responsibility they laugh at us. No security and no cctv maintenance they switch off when even they wish too.
