PayUMoney — Non refund of money

I have made a transaction on 11th september 2015 of Rs.800 as fee to kurukshetra university kurukshetra, haryana against m.ed entrace test application form. The payment id no. 65780796 was received showing that payment is successful n paid to kurukshetra university...but later i received the message from university that fee is not paid. Payumoney they ate not giving any clue where that 800rs. have disappered.
