PCMC — 9 avenues / vastukalp builder cheated not provided amenities and running illegal pg

I am one of the owner of a flat in 9 avenues society, wakad.
Since the day 1 vastukalp builder (Local lad) has cheated the owners here.
Out of 38 flats; builder has kept 8 flats with him, where he is running illegal pg, without society permission. He has illegally occupied society gym area and runs pg there as well. Upon requested by society to stop pg; the builder and his goons threatened society members.
He constructed an illegal flat at open gym area (Reserved for kids play) by bribing concern authorities.in total he is running pg in 10 flats.
There are lot of security incidents happened and concerns due to pg. Our families do not feel safe with pg/bachelors staying in same society illegally. The society is for residential purpose not for commercial purpose like pg. We would have never booked flat here; if we knew he is going to run pg here.
He has also not provided below promised amenities since last 5 years;
1) common area generator backup
2) gymnasium, open kids play area
3) decorative entrance gate
4) fire exit stairs work incomplete
4) building maintenance work not done properly
5) no bifurcation between commercial and society area
6) no help in society formation
There is huge list of amenities which he has not provided.
We are fed up by the harassment and hostile behavior of builder. Kindly look into it to stop pg and complete the amenities. Thanks
