Pengu — Order is not fullfilled

I Have placed an order with Pengu-furniture via their online portal.
The order was placed on last year in November and the expected delivery of the product was within one month December 2021.

But as a result of covid and lockdown, they asked for a 3 months relief and delivered by Dining table on Feb 2022

I have ordered 8 chairs also along with the table and still, now they never placed the order and always says the reason is "Quality issue"
If there is a Quality issue why the product is listed on the website and why they are asking the consumer to buy it?
