Personal — Transfer fee in cooperative housing service society registered in Gujarat

In gujarat many society are charging the huge amount of transfer fee upto Rs. 150, 000/- from the buyer. Out of no choice to get the NOC, they have to pay the amount to the society. Since some ruling stated that transfer fee shall not exceed Rs. 50, 000/- they charge balance amount in the form of development charges etc.

I want to know, is there any act or ruling for the maximum amount chargeable towards of transfer fee ? Can society charge the development fee etc along with transfer fee, which the other existing owner has never paid?

If such amount including development fees etc are charged by the society, beyond the allowable limit, whether the society chairman / secretary / committee members are liable to face any action ? If yes what kind of action can be taken on them ?
