Pgi Chandigarh — doctor not reaching hospital in time.

I am a student so time is precious to me. I know it is a govt. Hospital and there is gonna be a crowd there. So i woke up early and skipped all my classes. But after i took the token. Then i found out the doctor is not here yet. It's 9.34 am now, 1st august 2017... And there are lots of people they were waiting before me. Some patients conditions are serious.in my opinion a doctor needs to be very punctual. And being a govt doctor they should be the best in their class. This is really a sad thing.
Doctor that is late. Is on room 4094 new opd hospital ent 4th floor.
