PhonePe — dmrc recharge refund

I recharged my dmrc card on 10th oct through phone pe which was failed and thus informed that with few days it will be reversed back to your account but still its not reverted back, infact they are just delaying the process, i'm a student who is facing this. I need my refund as phone pe and dmrc is just blaming each other continuously if one can, then please help.
