December first i transferred 5000 rs to my friend account, but not credited after debiting from my account

He call me on behalf of phone pe regarding money transfer provide by goverment .he said that money will be reflect in my mother account insted of getting ammount Money got deducted via phone pay from my mother bank account
Today i got a fake call from a person saying that he is phone pe customer executive and told me that he phone pe has given a coupon ik it was fake and i have followed his instruction as my account was having zero balance so 🤣i pranked him

Today I recieve a call from an unknow no. and the person on call is saying that he is calling from cibil bureau, and was asking me for a payment that happend two months ago dated 11th may 2022. And told me that the transacting person does a fraud with the bank and send 5000 rupees to me somewhere around 10pm in night. And post saying that I am not able to remember this transaction and the reason it happened because it's more than 2 months that the transaction happened and as a human it is really very difficult to figure out the reason for a 2 months old transaction. Post our conversation of atleast 15 - 30 min, he proposed me that if I want to be safe O am supposed to re-pay 4600 rupees to a company named paytel which is seeking this issue and the reason for this payment was told that a last plan installment is pending hence they are only asking for this amount and if won't pay the same then a legal action would be taken against me.
I just want to ask why any legal action would be taken against me.
How I am responsible for the fraud (if it actually happens).

This is Frauds call number, just 20 min ago Calls me and says I have sent 4999 to your wallet and you can redeem. But actually. He sent me a payment request.
If you consider such people directly, then they also start abusing, I have to complain this number.
