PhonePe — I'm complaining about deducted amount by failed payment

I have send amount to Vijaya bank customer of Rs.3500 initially it was failed but later by next try it was successful but amount was deducted twice that is Rs.7000 frrom my account but beneficiary received only once that is only Rs.3500

Plz resolve this soon. I have also taken help from phonepe tickets they suggested for charge bank.
