PhonePe — money is debited from account but not credited to the beneficiary

I transferred 12011 rupees on 1-1-2019 from my account to another account. The transaction is done by phonepe app and it was a upi transaction (Utr:[protected]. Money is debited from my account but its been not credited to receiver's account till now. I contact phonepe customer support regarding this issue. They are saying that bank has confirmed that money has been credited to receiver's account so contact to the bank. When i contact to the bank they blame phonepe for the same. The customer of manju bhai mobile number is transferred to [protected] but 2000 rupees on 27 February 2019 but can i get amount refunded to my wallet of phone pe [protected]@ybl.
Please resolve my issue.
