PhonePe — Refund electricity bill

I payed electricity bill 2120 rupees on 8th July .(MESCOM[protected]PRL37519).money is deducted from my account later I received a message from phone pay that payment is failed and it will refunded within 7-9 working days..but till today that money was not refunded please refund my money
