PhonePe — regarding refund of money

I have made my credit card payment through phone pe via bhim upi id. Transaction got failed and my 4500 amount got debited from my sbi account. Now phone is declining that they have not recieved payment and sbi is saying that they debited the amount. I m not able to understand either my money is with phone pe or with sbi. It has been almost a week.
