Policy Bazaar — issuance of new car insurance policy

I booked a car insurance policy with hdfc ergo offer on policy bazaar on 27-oct-2018. Even all the requested documents including last policy document, rc copy & self inspection was submitted to policy bazaar. Also i received the status update of all inspection being completed. But since week time they could not get the policy issued to me. I kept on getting an update from that "there is a technical issue, so the delay and will be resolved soon".
Today after challenging them i get an update that they cannot guarantee as to when the policy can be issued, which is completely unacceptable. Also after challenging the customer service agent, i am updated that due to festival session the technical is not being resolved.
This is a complete scam, where policy bazaar takes money and sits on it for some time and states that if required they will refund now. But this is not acceptable, since i need my money back with interest since they have un-necessarily told me wrong information and kept on fooling me
