Prateek Enterprises — Cylinder Refill order which was placed on 6th Nov 2013 not delivered yet

My customer number is 56490281. I booked a Gas cylinder refill on 6th November 2013 and not delivered till today (13th November 2013). When ever i called their office number either i get busy or ring goes on. No one attends the call. More Over the Delivery person Mr. Ranganatha who delivers the cylinder Charges Rs.450, instead of Rs.422. When complained the Agency they states that if customer wish they can give and no action was taken till today on it. I am facing this issue for the past 1 year and cylinders are booked on my name with out my notice and sold. When complained the same to Bharth Gas customer care i was advised to maintain the Cylinder register book and my subsidary will calculated on the basis of that only.
