PSPCL — Regrading wrong ang high bill this month

Hi Team, I have pay my last full bill on 23 march 2015 as 5095/INR .But they apply penality of 1985/INR with bill.I don't know why they apply this charges. Please look into my issue. we have apply for new meter in our new house reciept i will atach .but we got bill in name of other person please look my issue and send right bill so i pay .
