Punjab National Bank [PNB] — Fixed Deposit Witness issue

Hi Sir/Madam,
I am from Gonda City, Uttar Pradesh. My father passed away on the 24th of March 2021. My father(Mister Prasad Shrivastava) has kept 2 Fixed deposit account in Punjab national bank(Keshavpur Paharwa Branch in Gonda City, Pin code-271001).

My Mother Kiran Srivastava .She is a nominee in both fixed deposit accounts. We have all the required documents(death Certificate, Pariwar Register Nakal, Nomination file, Mister Prasad Srivastava- Bank Passbook, Adhar Card, Pan Card. We had gone to the bank with all required documents for a break fixed deposit account But the Bank Manager(Sandhya Mishra) is saying that she wants two witnesses and both witnesses ' accounts should be in Punjab national bank. And Both Witness accounts should be at least 10 Lakhs Rs/.
Please Suggest to me Where can I get such a witness from whose account I have Rs 10 lakh to break the fixed deposit?
I don't know why the bank is harassment of my family? Currently, We have no source of income.
