Punjab National Bank [PNB] — I am complaining about refund.

My name is bapi rahman sarder. I have an account in dhulagori branch, howrah, 711302. My account nuber is [protected]. On 15/08/2017, i wanted to pay my electronic bill through vidyut sahojogi app as always.. But my bill not payed beside my accound had beb debited of sum 877.46 rupees. The transaction id of the process is jpnb[protected]/[protected]/duldul sardar.
The wbsedcl said that the debited amount will not refunded as they not got any amount through my bill desk. They also said to got my amount i have to contact my branch or your bank.. So i made this complaint againts my refund of sum of rupees 877.46.
