Punjab Roadways — Complaint against conductor for denied to take passenger and asked to board in private bus

I was standing at kharar bus stop at 6:10 Am for traveling to pathankot a bus plate shows from delhi to pathankot no 8767 had 2 passengers in bus only he took 100 rs from a private bus standing there ans convinced paasengers to board in private bus.
Causing loss to govt revenue and in convenience to passengers. Want action against them.
