Punjab State Power Corporation (PSPCL) — Fake electricity bill

The electricity bill for the month Sept. 2015 is clearly fake. As per the bill details, the new readings are zero and old units are shown around 8210. The net consumptions should come out to be zero but in the bill the number of consumed units are 686. From where this figure of consumed units has come. It is too much. high. I can not expect such a high consumption. The meter reader is doing some thing wrong. The paymeny I have made but I want that this money should be refunded because the consumed units as per the bill are zero. My consumer No. is Z74GT740937A.
