Radvision World Consultancy — Forcing to sign a disagreement agreement and not refunding payment

My name is Aneesh my wife is Jisha k c who is a GNM staff nurse i saw job offer in naukri .com for Ireland vecancy stated that staff nurse required without IELTS, OET and Fund. So approached the given contact number of ritika ma'am she send a email regarding offer then asked us to sumbit CV so that they can check whether Jisha is eligible for job or not after verifying they said and send mail stating that she is eligible for the job they also said there will be intervew is she got selected then she can have the job for that she has to sign a agreement in which they will clear the terms between Jisha k c and radvision world consultancy but before that we have to pay 36600 rupees it's immigration process fee and there service charge...
So i paid full 36600 in two parts first 10000 and after three four days i paid 26600 rupees . So after that they have send the agreement papers but when I and my family members read the agreement carefully we felt that their agreement is not safeguarding our intrest and what they have offered to us is totally different in the agreement they have said that if empyer ask we have to give IELTS or OET score, we have to present extra papers other than CV which they have already checked in which we have send all the details from marksheet to passport number, registration certificate etc.
So we checked in net we found that somany people have complied about serious fraud happenings such way ...
So we got scared and did not signed the agreement and asked them to refund the payment but they denied to do so.
We request to them that they have committed that this job process only will start after signing the agreement papers but i have told them several times vai mail and phone that we can't sign this agreement because things mentioned in agreement is totally different from their commitment.
So i asked to settle the issue by refund.
Even after taking some counseling charges upto 10k but they denied.
I don't know how can they do to us without taking any service from them how can they do so.
