Railway Parcel — Delivery delayed from railway and charged me for late pick up

I have booked parcel from Jamnagar to Salem on 5th July and train no was 06734 Okha - Rameshwaram .the train was delayed to reach Salem by 1.5hours on 8th Jul and my parcel was not loaded on appropriate coach due to that I’m unable take delivery on that day and railway officials told it will go to end station and come back then they noted my mobile number to inform .
On 14th jul I raised complaint through 139 the Salem team called me and said to collect parcel so I went their to pick up my parcel suddenly they charged RS 360 for delay which supposed to not attribute to me .
I need my money back .
