Railway Pension — Commutation not received post retirement

My mother retired from Eastern Railways (New Koilaghata - Kolkata) in 1998 . She is supposed to receive the commutation amount which has been deducted from her salary at the time of retirement after 15 years. She has completed 15 years of retirement on 31st March 2013 but still she has not received the amount from the Bank. When she approached bank authority they told that it will be given by Railways & when she approached concerned department in Eastern Railways they told it is Bank's responsibility. Kindly advise whom should we contact to solve the issue.
