Railway Pension — effective date of commencement rly pension on absorption in psu

R/sir,
I am an ex. Rly employee. After completing 11 yrs of service in rly, i joined psu (Ongc) on 19.03.1984. My lien was from 19.03.1984 to 18.03.1986. Rly has settled my case after a long gap in june'16 w. E. F. 01.03.2011 after my superannuation from ongc in feb'11.
One employee from kharagpur w/shop had joined rashtriya ispat nigam ltd (Psu) is drawing pension before his superannuation. But in my case pension has been sanctioned after my superannuation from ongc. Pension rule can not be different from one employee to another.
Would you please kindly let me know what will be my effective date of commencement of rly pension.
