Rediff Shopping — Denying to exchange the item which is not usable

I have purchased a shoe with size of 9 inch through the order number 12826031. They delivered the consignment on time with same size. Unfortunately it was shorter and unable to wear that. I have made a complaint (Ticket#[protected] for an exchange but, their response was bad and not ready to provide the size 10 which i requested. More over, they suggested to contact their dealer with mobile number which always blank. Please suggest the way forward because the shoe still in my hand which is not at all wearable.
