I have complited diploma through rcp college in 2014. i am complaining to mr. rajesh prasad director of regional college. he has provide provisionl certificate. now he is not providing final diploma when ever i contact with him he always said rest assured i will provide in 2-3 months. but now its going to past 2 years and still he is saying provide in 2-3 months. this college is affiliated to assam university silcher. i am requesting to you please provide my diploma certificate rest giving to assure me.

Dear Student, RCP has already taken action against AUS and CIDC. It is the fault of CIDC not RCP. When RCP gets the final Diploma Certificate from University you will get it.
We have laso complain this delay to UGC.

It is requested that the applicant Rajesh Kumar Prasad is working as a Director in Regional College of Polytechnic, Lucknow.

The MoU was signed on[protected] between CIDC and Regional College of Polytechnic, Lucknow, under which it was said that Regional College of Polytechnic, Lucknow will provide the admissions and classes for the students in Engineering Diploma course and after completion of the course, the final Diploma Certificate will be provided jointly by both CIDC and Assam University, Silchar to the enrolled students of AUS-CIDC through Regional College of Polytechnic, Lucknow.
The Engineering Diploma Education Department of CIDC is run by Prof. Niranjan Swaroop - Director Higher Education - Professional Training, DG. Dr. P R Swaroop and Academic Head Neeraj Bariyal. The contact no. are as follow –

Under the MoU, CIDC has issued instructions to the applicant institution Regional College of Polytechnic, Lucknow, that the collected full course fee will be deposited in CIDC first, after that the sharing of the applicant institution will be returned to the applicant institution after deducting TDS. According to the term and condition of

CIDC, the applicant institution admitted the students, whose entire fee (course fee, exam fee and skill fee) was deposited to CIDC by cheques and demand drafts.
In which the entire fee (course fee, exam fee and skill fee) of all batches 1002, 1101, 1102, 1201, 1202 and 1301 of the students and diploma certificate fee of 231 students has been paid to CIDC.
After the completion of the course, when it came to the final Diploma Certificate of the students in 2016, the CIDC applicants kept on misleading the applicant institution by saying that the account reconciliation of CIDC and Assam University, Silchar is not being done yet, that is why in giving the certificate. getting delayed.
When the entire fee has been paid by the Regional College of Polytechnic, Lucknow to CIDC, then what is the fault of the applicant institution and the students. Why applicant institution and students should should suffer due to the account reconciliation of CIDC and Assam University, Silchar. All the fees have been digested by CIDC and enrolled students and applicant institution are facing the consequences since 2016 till now. This delay often caused problems to our students while pursuing higher education or seeking employment opportunities. Many students have lost out on wonderful opportunities due to this non-issuance of degrees while applying abroad for further employment opportunities. It is noted that more often than not, time is of the essence in such cases.
After that some students enrolled in the applicant institution approached the Hon'ble High Court. Under the petition number 17678 (MS)/2018 section in the Hon'ble High Court, Allahabad, Lucknow Bench, 7 students have got the diploma certificate by the order of the Hon'ble High Court, while the applicant institution has filed its petition in the petition number 17678 (MS)/2018 had also given his counter answer under which all the diploma students details with all the payment details, which the applicant institution has made to the CIDC, were given to the Hon'ble High Court. But after awarding the diploma certificates of 7 students, CIDC did not given any diploma to other enrolled and passed out students.
So that the future of the students has been made bleak by CIDC, those students cannot apply for government jobs anywhere without diploma certificate.
When the applicant organization Regional College of Polytechnic, repeatedly told CIDC Director Prof. Niranjan Swarup, on his mobile number about issuing diploma certificates to the students, he kept tricking the applicant institution by saying that the account reconciliation is not happening between CIDC and Assam University, Silchar till now, that is why there is a delay in giving the certificate.This drama CIDC is playing with applicant organization Regional College of Polytechnic, last six years ie. Since 2016.

Due to the lax attitude of CIDC, the diploma certificates of the passed students have not been received since 2016. So that the future of the students has been made bleak by CIDC, those students cannot apply for government jobs anywhere without diploma certificate.
It is noteworthy that CIDC, in open violation of the MoU, personally called the students of the applicant institution and told that if you pay Rs 6000/- separately to CIDC, then their diploma certificate will be issued. Along with this, CIDC also gave account numbers to the students. And in this sequence, a student of the applicant institution, Ajit Kumar S/o Mr. Jiya Lal Rajbhar, paid Rs. 6000/- by the bank in the account of CIDC and his diploma certificate was made available to the student by CIDC. In this way, on the pretext of issuing diploma certificates to CIDC students, Prof. Niranjan Swarup of CIDC, and Academic Head Neeraj Bariyal, is openly violating the MoU and playing with the future of the students and blackmailing the applicant organization Regional College of Polytechnic.
The applicant institution wants to know whether the CIDC has deposited the fees given by the Regional College of Polytechnic, Lucknow to Assam University or not, if it has been deposited then how much has been deposited, its full details (course fee, lateral entry fee, exam fee and Caution Fee) as it is a question of the future of our students.
The officials of CIDC together violated the contract of the applicant institution and committed fraud, forgery and betrayal with the career of the students. In this case, the applicant institution has suffered a lot due to which the students have to suffer a lot for their jobs. Many of students had waited for their certificates for more than six years but not received their final Diploma certificates till date.
Therefore applicant institution request you to give the strict instruction to the officials of CIDC to provide the final Diploma Certificate as soon as possible. Many of students have lost out on wonderful opportunities due to this non-issuance of degrees while applying abroad for further employment opportunities. It is noted that more often than not, time is of the essence in such cases.
UGC has released rules with regards to students getting their degree certificates. In a new circular, UGC has directed Colleges and Universities to issue degrees to students within 180 days of declaration of results. Details on this notice have been shared below.
The official notice from UGC reads, "Needless to say, getting a Degree in time after having successfully completing a program is an inviolable privilege of a student. Considering the huge significance of this privilege, the Commission notified full-fledged regulation entitled UGC (Grant of Degrees and Other Awards by Universities) Regulations, 2008, the regulation 4.4 of which mandates that: "The Degree award date/s shall be within 180 days of the date/s by which the students are expected to qualify and become eligible for them."

Please help us to get our Students Final Diploma certificates as soon as possible. We are really worried about their future and career. Without certificates they can not join to the best company for job. They are waiting for their Final Diploma certificates for more than six years but not received their final Diploma certificates till date due to lax attitude of CIDC.
Therefore, most humbly the applicant request you that looking in to the facts reasons and circumstances of the passed out students of their examinations of Diploma courses from you may kindly issue their Diploma Certificates in the interest of justice.

Delay is made by university and cidc not by rcp. Rcp is always with students. We are fighting for this delay. It is not in our hand. Rcp has filed a pettition again in hgh court 0n 5-sept-2022.
