Reliance Capital — port message not generating

My reliance no. Is [protected]. I want to port it to another network but whenever i am sending port message to 1900 i am getting reply from 1901 insufficient balance though i have balance. Even customer care is also not connecting. And moreover in reliance store also they are not giving proper answer. Day by day their service is becoming worst now if i want to port then they are not letting us to change the network also. Please help.
