Reliance Phone — Instrument provided by the company is defective.

Instrument, which has been installed by the company while providing the connection, is faulty since long. First complaint was lodged and No is[protected]. There after again twice complaint has been made on the subject. No call could be made since than which is evident from the call details. To my utter surprise the instrument has never been repaired but rent bill is being intiated regularly. I have approached Store Officer deputed by the company at Panchkula (Haryana) many times who has initialy promissed me that he will send technician which was never sent and later he told me that he cannot do it since instrument is not forthcoming and can't be replaced. I am fail to understand that when I can not make any use of the instrument, should I pay the rent bill for faulty instrument?
