Rpo Ghaziabad — pending passport application against file no. gz[protected]

I have applied passport on 22 oct 2018 and it is almost 3 months and i did not receive my passport yet. I have already received the message that my police verification report is clear one week back but no further information has been provided to me after that. I have paid for the sms notification service also.
Online status shows, application is under review at passport office from last 2 months. I keep trying passport office phone number, they do not pick up and if someone accidentally picks up, he will ask only to come to rpo to get any information against your file.

Please let me know if my police report is clear, what is the blocker here now and why they are not letting me know if they need any input.
