RTO India — about not received rc book

I purchased activa gj01mx8674 on 14/04/2017 but till date i have not received rc book. Rto ahmedabad told that they send rc book through speed post but till date i have not received the speed post. Even this speed post not in the record of post office chandkheda ahmedabad. So kindly look in this matter and solve my problem. Thanks and regard sonali priyadarshi.
