RTO India — from last 5 month my issue not solved

I had raised request for noc cancelation
In sept 2019 its near about 5 months over but still not done my agent (Mahesh polekar) says its delay from rto side they are taking to much time

Sir is it right way of process what kind of process the rto emplyes following plz help me
