RTO India — I haven't received my dl even after 70 days

My dl was approved in april, but they dispatched it to a wrong address and even the tracking id and status wasn't shared with me, after a lot of wait i finally contacted indian post website just to find out that my dl is been stucked in lucknow, i've tried every helpline and no one's giving me a permanent solution and now there isn't any single updates anymore, i just want to kmow when will they proceed on my query, i truly hope i can get some help here

I have given DL test on 28th June 2019 and it still shows application is under processing at RTO level. Its is supposed to dispatch within 14 days but even after a month there is no progress

I have applied for permanent Driving Licence Application No: [protected], Application Date: [protected], DOB:[protected] and after approx 2 months it shows "Application is under processing at RTO Level ", And APPROVAL OF DL and Printing of DL is Showing Pending although my SCRUTINY is Completed on
