Rto India — non delivery of new driving licence

Sir,
I have passed driving test conducted by RTO, Kashmir.Driving Licence vide No.JK01 [protected] was generated on the website and was shown dispatched on 17/01/2019 but till date hard copy of the licence not received.Kindly look into the matter for unnecessary delay inspite of the fact Rs50.00 has been already paid to RTO at the time of driving test as postal charges.

We receive a message to make a rc given vehicle no JH10BS6244.And receipt no JH10R[protected].Its not our bike and not our RC.
