Sdmc — Charging amount without receipt at janakpuri transport authority at free parking area

Janakpuri transport authority parking area is free by sdmc and board are also there but 2-3 people are there are charging amount without any parking reciept at a name of sdmc and when I deined to pay then one person is giving threat to me ' nai de re paise koi baat nai jao jao' so they are threating people and charging parking fee from everyone and noting down everyone vehicle numbers so please take a strict action against them... Thank you
