Sdmc — Not able to Login in spite of putting correct OTP

I have been trying to pay my Property Tax online. Inspite of filling all details some issue is Popping up. Now trying to login but inspite of putting correct OTP, I am not able to login. Now even after first attempt, it pops up that you have made Three attempts and hence blocked for 15 minutes. Do you expect the Property Tax payer to keep on trying full day to just login in and proceed.
Request to check the software and arrange to resolve the issue.

Earlier software was better. Would pay the Tax online without any problem.
