Sdmc — Water logged by a lady at my residence on second floor

On my second floor two ladies are living illegally since January, 21, they both ladies poured the water at my building balcony and the water is logged for 24*7. Due to this illegal activity the balcony is damaging and the logged water is slowly dripping on the people of locality. Mosquito are breeding many times warnings given to both ladies but they have become deaf n dumb. I request the SDMC to registered my complaint and put an heavy fine amount on both.
