Self — Did not turn up

I had booked a taxi for 6.30 pm on the 20th Mar 2015 I received the cab details and called the driver. He said he is 4 kms away and will reach in 20 min. That was the last call. The mobile was not reachable after that. I guess he had switched it off. An hour later I get a msg of the taxi fare! Very unhappy
