Self Employed — Cannot send Sms from Reliance

I'm unable to send SMS from my smart phone with Reliance SIM. My number is [protected]. In addition they constantly (every day) send me unsolicited SPAM messages inspite of my subscribing to "Do not Disturb" registry, " multiple times It is disappointing and disgusting. The Telecom Regulatory authorities have failed to provide any relief to subscribers like me.
