Self — when dialing from another network it shows as switched off

Dear concern
I hsve used your number [protected], from last 15, years bot now a day i m facing a new ploblam ie when anybody call me from another network it shows switched off. Please resolve the issue. Where as the mobile shows full network barr.
This issue is from last two month. Please resolve the issue otherwise i have only option to port the number to another network

On 9-10-17 I paid electrical bill 4134 through my credit card number [protected]..but your bank debited rs. 4173-69ps. Why excess debit of rs.39.69 instead of rs.4 or 5 towards service for this transaction. kindly explain why the excess amount is debited to my cred card.
