Shree Computers — Merchant collecting swiping charges from the customer

Dear sir,
Good morning... Sir, yesterday i have purchased dell laptop worth rs 31, 500/- for this i have used my credit card to purchase the product but the merchant collected the pos charges for making the payment through credit card which is around 2.1% due to this i supposed to pay rs 661.5/- extra with this my total came to 32, 161.5. But the merchant given the invoice bill for rs 31, 500/-.
The merchant is straightly saying they will charge for receiving the payments through credit card and debit card.
Sir, actually these charges should be paid by the merchant for the banks as per the term and conditions of the pos machine, but these people are collecting from the customers.
With people like this attitude how can you make india as a digital india. Bringing new rules is not important but it should be implemented without fail so that we can make india as a digital india.
As per your digital india iam supporting you sir but every time i can't pay extra money as charges as iam middle class person.
