Siti Cable — Not providing services from last 15 days

Hi, I have a cable connection from siti cable through their local cable operator and paying advance payment to them. But now they are not providing services from last 15 days and have deactivated CARD. Cable operator is not answering my call and when I went to his office address then he asked me that problem is from company side. When I am calling siti cable customer care they are saying talk to cable operator and payment is not done from cable operator to them. Please take any strong action against these cable providers and their local operators.
