SSS — delay in delivery of the exchanged product

I ordered shoes under '3 for 999' category on 11th May 2018.The product was delivered on 28th May 2018. Two of the shoes were oversized, so I requested for the exchange of the product on 1st june 2018, but there was no response from the other end, so I raised the complaint. Soon after the complaint was made the product was picked. But still there seems to be no hint of delivery of the exchanged product. Its been 2 months since I have ordered the product and I've been waiting for the same. Are the customers expected to complain for each and every action to be taken from the other end ??? ( Order no..2220509)
