Star Raison Landmarks — delay in possession and unavailability of basic services

I have booked apartment in june 2012 whole payment was made in oct 2018.in essentia, bhiwadi. But my flat is still not completed. Although builder was supposed to complete this project within the 3 years means in 2015. I have paid full payment in october, 2018. And then the developer's representative mr. Sunil yadav had asked initiating the registration formalities and he had taken our signature on many documents for registry purpose. And even we had taken the noc from the lichfl and made the demand draft also. Now they have asked for advance maintenance charges for one year and arrears for the year 2018. Before initiating the registration formalities which is not justifiable as flat has not yet been handed over and maintenance charges are only applicable afterwards. I had kept lot of follow-ups for completion of flat but sometimes he says material is not there or labour has gone.. Its totally harassment. After possession most of the times we are facing water issues and power problems. Mostly we have to go two to three days at a stretch without water and unwanted powercuts and the surrounding area is totally isolated. I think i made a big mistake in buying a falt from them
